state of illinois. he's been talking to people about the fight for america's future, even as he steps up his own fight for reelection. >> when i travel through down state illinois, iowa, the midwest, i am absolutely confident about this country. and the reason is because of you. the reason is because of the american people. because as tough of a time as we've had there's not a country on earth that would not ready change places with us right now. >> the president told me just yesterday in iowa he knows voters will hold him accountable for the constituent of economy, so he's getting ready to speak to the nation about the unemployment problem and what h he can try to do to make it better. jessica, what are you learning about the president's proposed speech? >> it will come after labor day

when the president will unveil not specifically proposal, but legislative packages that his team says will include new initiatives. now, this is separate from the proposal we have heard he'll make to the congressional supercommittee looking for deficit reduction. this jobs pack act will include new spending when it's passed. the president will propose additional cuts to that congressional supercommittee looking for deficit reduction. his team is still hashing out the details of what's in that jobs package. >> he's spoken a lot over the last 21 shaf years about taxes. he's going to say something new about taxes and infrastructure. >> it's not cooked yet, but there are three main areas. one is tax cut, another is infrastructure investment. and there's long-term help for the unemployed.

the overall message for the white house, especially when it comes to building the nation's infrastructure is that's an area that's traditionally had bipartisan support. listen to the president today. >> interest rates are low, so we could finance right now the rebuilding of infrastructure all across america that drove not only unemployment in the construction industry down but drove unemployment down across the board. traditionally, that hasn't been a democratic or republican issue, that's been an american issue. outside experts say they could beef up the amount of money the federal government makes available to states and cities for their own roads and bridges projects through a program that already exists. or on tax cuts, one idea that's been popular is giving a tax credit to employers who create new jobs. hire someone new, pay less

tacks. >> it's a busy month for the president. >> there's a lot coming before congress. at the end of september, the federal government will actually run out of money. we could face a government shutdown fight by the end of september. there's highway reauthorization 37 remember the big battle? if the past is any precedent, it doesn't look like it's going to be a great september. thanks for that reporting, republican rick pirry is firing back at the president in the their own campaign war of words.

careful about what you say. the president said i need to be careful what i say. i just want to respond. actions speak louder than words. . my actions are helping create jobs in this country. >> but right now, it's not all about the president. especially with michele bachmann competing for some of the very same votes as per by. >> you could perry trying to pit mitt romney versus perry. it will definitely dedepend on the issues. >> wild cards are if any other republicans get in the race. we're still a whole year out from the political consciences.

georgetown hoyas take on a basketball team. but behind the pleasantries, china has been less than thrilled with the united states, especially now. first there was the debt ceiling rangling. congress and the white house pickers and only at the last minute agreeing to raise the debt ceiling. >> the display that american politicians put on and the disorder and disapray has certainly increased the level of concern. >> china's state run news agency said such political brinkmanship is dangerous and irresponsible. biden's trip is an opportunity to smooth out any wrinkles with the chinese government. at the end of 2008, u.s. debt was 40% of gdp. at the end of 2010, it was 62%.

and at the end of this year, it's expected to be 69%. u.s. owns china $1.2 trillion. but the overlang of the economy is only discussion point. it also gives the president one-on-one time with the presumed next leader. he has been described as opaque. >> he's going to be around probably the next ten years. so it's very much in the united states government's interest to know him well, how he thinks and get a good of a sense as well as we can of his priorities. >> china keeps its currency artificially low. and china will press the u.s. on taiwan. the u.s. will decide by october whether to sell 66 next generation f-16 fighter jets to taiwan, a contentious subject to

deeply associated with a thee democratic strain of christian fundamentalism that's called dimiuism. "the daily beast" writes how diminuists believe that christians have a right to rule all earthly institutions. it finds its roots in a small fringe sect called christian reconstructionism. wheem who advocate replacing u.s. law with the laws of the old testament. that would include the death penalty for shoem section you'llty and abortion. swell. "the daily beast" report bachmann and perry appear to have dies from groups that support dimiuism. bachmann appeared in a documentary for one of these groups and also praises or crites different religious leaders con nektsed to these beliefs. as for pirry, there's a group

that sees him as their ticket to power. they talk about, quote, taking dominion over american society, unquote, and they hope that perry can claim the so-calmed mountain of government. this group was also involved in his prayer group a couple of weeks ago. the website news buster rers say the daily beast went a few more steps off the deep end by publishing this piece. we reached out for both campaigns for a response and not unexpectingly, haven't heard a word back from either one of them. here's the question -- how many does it worry you if both michele bachmann and rick perry have ties to dominionism. >> i have never heard of it

police in tampa, florida have thwarted what they say would have been a catastrophic event at a high school. >> a 16-year-old expelled from the school is in custody after finding explosives in his home. the san francisco b.a.r.t. transit system appears to have just been hit by a second online security breach. the hacking group known as anonymous is again claiming responsibility. the first cyberattack that occurred over the week affected the personal information of 2,700 customers. authorities have issued a temporary ban entering the water

evangelicals, but also as someone who will take the fight to barack obama. and what barack obama did yesterday with you was obviously a smart thing to do. try not to engage perry, try not to engage and make this story between barack obama and rick perry. what perry did was absolutely the right thing to do politically. make this a race already in the minds of the republican voters between obama and perry and that perry is the kind of guy who has the fire and the grit to take on the president. >> from what i've heard over the year, there's no great love between the george w. bush camp and rick perry's camp, is that right? >> that's absolutely right. >> that's right.

look, this went back, it's gone back for years. there's a series of tensions and slights. but what it really is is this. for the george bush people and karl rove ran politics in austin texas, it's been rick perry and his people. who actually is the king of the mountain. it's the ball ton gang and the james gang. the james gang is running things for a while. it's really not been enough, i guess, the town of austin has not been big enough for both of them. >> only sof those bush types are suggesting other candidates like mitch daniels or paul ryan or chris christie. say what you will about rick perry. he's been governor now for more than ten years. he's never lost an election.

rick perry is shrewder and he's a candidate that people could rally around, especially if the economy stays bad. >> and he's raised a lot in the campaign. >> the big campaign contributors are going to turn up on his bundler list. perry has also worked hard going to the west coast and to the east coast. both wall street and los angeles and san francisco, trying to raise money, prepare for raising money for this presidential race. he's shown, as chairman of the republican governor's association that he has contacts with big money people on the republican side. i think you're going to see some of these people behind perry if they think he's a winner. >> what's his weakness if you're

looking ahead? >> you look at wall and the establishment of the republican party. we talk about the primary. the weakness is they thought -- they want a candidate who's a good businessman, has a friendly business attitude, rick perry does, is electable as the presidential nominee for the republican party, and what they may have seen in the last 72 hours is not that candidate, but this kind of odd character. perry understands that and will need to reassure the republican establishment of that. his big problem will be some of the thing he's talked about and written about in the past in his book "fed up." questions about social security a ponzi scheme. raising questions about medicare. these are the kinds of things that could get you in big trouble when you come to

death and brutality in syria as you probably haven't seen it before. one little girl, one of more than 2,500 people reportedly killed in the syrian government's crackdown. some of the images you're about to see are graphic and not suitable for children. we're showing them to you because we believe it's important to understand the horrors experienced by innocent victims of the conflict in

syria. ear's arwan damon. >> the crackdown has focused on one neighborhood, a center of anti-government demonstrations. residents say they were come barded by sea and by land. we are about to show you video said to be from that neighborhood. it is difficult to watch. syrian security forces told residents to get out, so it's understandable that many families would decide to leave. according to anti-government and human rights activists, that's exactly what one girl's parents tried to do -- flee. she's just a child. he killed her. the voice on the clip sleeks. the 2 1/2-year-old was with her

family when the car came under fire. her father was shot in the shoulder. her mother's fate -- unknown. from outside the country, it's very difficult to determine precisely who was responsible for this child's death. the u.n., various global leaders and human rights organizes have all urged the syrian government to allow humanitarian okker, u.n. representatives access to the country, all to no effect. the syrian government denies it used naval force against the neighborhoods. its forces it said were in pursuit of armed gangs. they report casualties by gunmen. this second vote posted from youtube shows a body wrapped in a white shroud. a voice on the clip says, look

these are the reforms. caught between those fighting for freedom and a regime intent on staying in power. >> very, very shocking video. the pictures are really disturbing. what's been the reaction so far to these images. >> well, wolf, we haven't really heard much from the syrian government. whenever we try to get in touch with us, they tell us to watch state-run television. when it comes to the activists, the protesters, of course, they describe this as being shocking and gruesome, but at the same time, they'll tell you this is what they've grown accustomed to. not just in the most recent uprising. they say this has been the regime's attitude for around four decades now. and they do say it is not just the adults the regime targets.

it is in some cases children being deliberately targeted. this was a child just caught up in the increasingly violent uprising. >> indeed. some other powerful video that aired on syrian state tell advice, but it may not be what the syrian state television says it is. >> that's right. that would be video that they said was tanks leaving from that very same neighborhood where we aired that story. they were saying that as the tanks were leaving it appeared from the images that residents were friendly, on the sidelins s and in one shot, you see soldiers with flowers attached to husband weapon or something. we spoke to a number of activists. they say two or three militaries left. the area was the scene of an

intense military campaign. they were claiming that crowd we saw in the video was actually people who had been herded, corralled, effectively held inside this stadium. they said they were forced to partake in a pro government ral rally. what's interesting is their fate after that show of support is unknown. >> mounting pressure on new jersey's governor to jump into the republican race for the white house. will it be enough to change his mind. we'll talk about that and more in our strategy session. their hats in the ring. anything going on here we need to know? >> it's a little bit like sitting in the stands of the redskins game. the most popular guy in the stadium is the backup quarterback because he hasn't thrown an interception. he hasn't fumbled a snap from center. you're a little concerned about the fact that the guy is in there. i think it's fine for the process. i think letting people have another look. there's a lot of other people. mitch daniels could be back in. >> hrudey giuliani told piers morgan he'll make an end by the end of september. don't forget there's a former vice presidential nominee whose name happens to be sarah pay lynn. she'll still weighing in. >> absolutely. there's a lot of money on the sleens, a lot of accomplishment republicans still looking for a candidate. my guess is we're see a couple more candidates and the field will probably settle down.

president? >> i think we have to take all the republican candidates seriously. on the republican side, there is an enthusiasm. there is a tea party and active and energetic. the mainstream and republican parties, we have to take all of them seriously. the one thing i have to say is you have to get the delegates lined up. you have to secure delegates. that's the reason why you have to get into the race. >> if hillary clinton's people understood the caucus rules, she would be president of the united states. >> we don't know that. that's your opinion. let's talk about that. jessica yellin at the top of the hour reported the president will get another address after labor day out lining a specific plan on creating jobs and dealing with the economy. by the way, here's the president going up to the microphone for another town hall in illinois right now. he will be becoming a lot of

people and thanking them. what do you think about the notion that another speech, more ideas. this time supposedly a big specific plan. >> i'm looking back at the president and i see the prices which also influence the economy over the last couple of months. this is an opportunity for the president to set the stage for the republicans and democrat who is will figure out this grand bargain. let's hope it not only includes cuts, but job creation and more stemless. we need more than a program that cuts spending. we need something that grows jobs. >> more stimulus requires the house of representatives to pass spending bills. you know who has the majority? >> let me tell you something. the approval ratings are so bad they are going to come back and find them. >> the republicans will vote for more spending? >> i don't think that will let

officials to local law enforcement across the united states. rather than a massive strike like 9/11. the concern is over a smaller, but still deadly attack by a lone individual. president obama himself talked about that and my one-on-one interview with him yesterday in iowa. >> i covered the mideast for a long time and terrorism for a long time. i have to tell you, i'm worried that on the tenth anniversary, approaching the tenth anniversary of 9/11, what's left of al qaeda and supporters will try to do something to seek revenge for your killing of bin laden. how worried are you about that? >> we are vigilant and constantly monitoring potential risks of terrorist attacks. i think that the men and women in our intelligence agencies as well as the fbi have done a terrific job. the risk is always there.

obviously on an event like the tenth anniversary of 9/11, that makes us more concerned and heightened awareness. the biggest concern is not the launching of a major terrorist operation although that risk is always there. the risk we are concerned of is the lone wolf terrorist. somebody with a single weapon being able to carry out wide scale massacres of the sort we saw in norway recently. when you have one person who is deranged or driven by a hateful ideology, they can do a lot of damage and it's a lot harder to trace those lone wolf operators. we are spending a lot of time monitoring and gathering information. i think that we generally have to stay vigilant. there may be a little extra vigilance in 9/11.

on the other hand, keep in mind the progress we made over the last couple of years in degrading capabilities. they are a much weaker organization with much less capability than two or years ago. >> what i hear you saying is we don't have to worry about a spectacular 9/11 kind of an event, more like a wolf can kill a lot of people, but not a nuclear or radiological event like that? >> as president of the united states, i worry about all of it. the most likely scenario that we have to guard against ends up being a lone wolf operation than a large, well-coordinated terrorist attack. we have to stay on top of it and we are never letting our guard down. that's part of our job. >> the president's concerns are echoed in the warning coming out from the fbi and homeland security department here in washington. let's go to mary snow working the story for us. what exactly do the latest

warnings say? >> wolf, this bulletin alerts law enforcement to the threat of someone carrying out their attack on their own or a small group. it addresses how difficult it is to prevent the plots. a law enforcement official told cnn it was done more out of caution and not because there is intelligence about a possible attack a warning is out from u.s. security officials. watch out for a norway-style attack. it comes six weeks after a gunman shot and killed 69 people and eight others. they sent a bulletin and a range of tactics as illustrated by the recent attack that took place in norway to a coordinated small unit attack with several operatives. no specific threat is cited, but

republicans in the house who have a decisive majority will oppose it. what's the point if the president comes up with the new bold initiatives? >> from the white house perspective, they look at it as a win-win. he comes up with jobs and deficit proposal and if he succeeds, he goes to the american people and said i am working on jobs. if the congress blocks it, he has a campaign issue. he can go out and argue about the republicans are blocking again. i think a lot of democrats rally to that. the republicans say i beg your pardon. this is the 938th day into your presidency and you are now coming up with a jobs plan and plan to go on vacation and come back and give it to us? what kind of a deal is that? >> this bus trip is looking back as he wraps up, a good idea on the eve of what's going to be this major initiative? >> it's hard to say. i think he

had to promise something before he went off to the swiss climbs of martha's vineyard. he deserves a vacation, but people will jump on him. i didn't think he got much out of the bus tour. the american people were not looking for bus tours and more com pains. here we are more than a year before the elections and what the heck were they doing campaigning like crazy. they would rather see them at home sitting down with leaders and see if they can hash out the agreement. some of the republican proposals, they have a self interest in creating jobs here too and looking like they are at least having a plan. challenge them. here's my plan. let's sit on a deal. >> see if they can. you reflect what a lot of people would like to see. a deal. easier said than done. thanks very much. my on one interview with president obama is generating lots of reaction from republicans. i will ask the chairman of the national committee to weigh in
